Chevrolet Camaro Has A Dead DLC
Q. The problem I am having with this vehicle is that I am not getting any voltage at my data link connector [DLC] to power my scan tool. I tested the scan tool on another vehicle and the tool works fine. In my Actron OBD-II scan tool manual in the troubleshooting section for troubleshooting the DLC it says to measure voltage between pins 4 and 16. I got zero voltage on my MM.
Then it says if voltage is less than 8 volts check battery. Battery and its connections are good. Then it says measure resistance between pin 4 and frame. I got 27 ohms. Then it says if there is more than 5 ohms then repair ground circuit. As I re-checked resistance I noticed that resistance went down to about 11 ohms but still more than 5 ohms.
My question is where does the ground for this circuit trace back to or how is it grounded? Or am I headed in the wrong direction and if so how do I restore voltage to the DLC? I also checked all fuses and they were good. There are no problems with the engine starting and running smoothly. Any suggestions with this would be greatly appreciated.

A. There is most likely a blown fuse somewhere. Re-check all the fuses visually and with a voltmeter. There should be a fuse block under the left side of the dash and one under the hood.
